A Home for All

A Home For All is a community-wide effort to address homelessness and housing instability in Charlotte-Mecklenburg. The initiative focuses on ensuring homelessness is rare, brief, and non-recurring. Housing Collaborative was selected to engage, incentivize, and support housing provider partners. Our goal is to secure access to at least 600 new affordable housing units during the first two years of the program.

One aspect of the A Home For All initiative is to make more affordable housing units available through the recruitment and retention of new and existing property providers. The pilot offers property providers a set of incentives to accept tenants who are experiencing or at risk of homelessness, along with giving property providers the ability to engage with dedicated staff who specialize in outreach and relationship management. Housing Collaborative will lead efforts to increase access to affordable housing opportunities in Mecklenburg County by launching a large-scale campaign to recruit more property providers through a combination of recruitment and retention incentives. These incentives include, but are not limited to lease signing and renewal bonuses and targeted support if unpaid rent or unit damages occur.

Naturally Occurring Affordable Housing (NOAH)

The NOAH Rental Subsidy Program provides opportunities for households with extremely low incomes to live in high-quality rental housing preserved through local Housing Impact Fund investments. Housing Collaborative places households in a subset of NOAH units and administers rental assistance that bridges the gap between what the residents can afford and the asking rents. Currently, Housing Collaborative helps inspect, fill, and administer rental assistance for 280 set-aside units across 11 NOAH properties located throughout Mecklenburg County.

Displacement/Rehousing

Crisis Assistance Ministry partners with Housing Collaborative to rehouse households through tailored housing location. Housing Collaborative provides intensive housing location assistance for households impacted by mass displacement events. To date, Housing Collaborative has helped rehouse over 160 households displaced by natural disasters, hotel closures, and property ownership changes.
